You can connect JIRА to TeamCity directly by using one of the two following parameters, as follows:

disableProxyForTeamcity | true / false | If true, the add-on will try to directly connect to all Teamcity servers without using the proxy server. You need to define this parameter if your JIRA and TeamCity servers operate in the same network. |
http.nonProxyHosts | host name | If specified, the add-on will try to directly connect to the specified TeamCity servers, the proxy server will be used for the rest of hosts. You need to define this parameter if some of your TeamCity servers communicate with JIRA via the proxy server, and the others use the direct connection. |
