All the gadgets are available in JIRA Server only.

TeamCity Integration for JIRA add-on allows you to add three gadgets on JIRA dashboard:

TeamCity Agents gadget displays the list of agents connected to TeamCity and available for build execution.
TeamCity Activity gadget displays the build activity stream for available JIRA projects and associated issues.
TeamCity Build Configurations gadget displays the list of the recently completed builds for the selected build configurations and allows you to remotely trigger builds on TeamCity server from JIRA dashboard.
