Set categories as drag-n-drop areas for quick file upload and extended access restrictions for users and user roles

New in this release

Added a capability to manage order of attachment categories and define access restrictions for individual users and user groups.

The new version of add-on also includes the following features:

Added a capability to directly upload files to the appropriate attachment category through drag-n-dropping to it.
Added a capability allowing the user to manage the order of attachment categories for the project with the overriding of the administrator's configuration.
Added support for JIRA Data Center.

Corrected the way of showing attachment categories as collapsed if not files available within them.
Resolved the issue with non-update of the comments if the batch operation was performed.
