REST API to restart tickets in the indexing queue

In this version, we have introduced a new REST API endpoint that allows you to restart indexing tickets based on their status. This feature can be quite useful if you encounter any indexing problems that require you to restart the indexing process for repositories with FAILED, INVALID or TIMEOUT statuses.
