Added a capability to enable or disable Smart Attachments add-on for each project in particular.

Now you can use the add-on in some projects, and disable it for the others where you do not deal with attachments.

Added a capability to import configuration of categories and access permissions from other projects.

Now you can quickly create a set of categories with the appropriate access permissions and further distribute to the required projects.
