How can I let generic users view, reply to the existing talks, and create new talks on the pages he or she has read and edit the permissions but only allow the page owner to resolve the relevant talks?

Unfortunately there is no such option. Those persons who can edit a page also can resolve any talk on this page.
And we are not planning to change this behavior of Talk add-on.

Is there a way to hide the comments from view at default. Basically, forcing the user to click the unhide button to view the comments?
By default comments sidebar is show. We need this in order not to surprise people, who are migrating from Talk 1.x, where sidebar is always show.
You can add a feature request for an option which define if sidebar should be hidden by default. And if it be voted we'll do it.
